Time wasting - Man Utd v Arsenal - Paul Tierney

I was watching Manchester United vs Arsenal yesterday and saw
one of the most cynical bits of time wasting I’ve witnessed and
wondered whether the referee would have been within his rights
to issue a yellow card. I’m not sure, but thought I know exactly
who to ask so here goes…
Saka went down injured off the pitch and received treatment at
the side of the pitch. Once he was treated, Arteta had decided
to substitute him but the replacement player was not ready so to
delay the game, Saka walked back onto the pitch and sat down.
It’s a blatant as it comes but Mr Tierney just tapped his watch
to show he was adding the time on. Is there a reason why a
yellow card was not appropriate in this situation? Saka was
clearly able to walk, he walked onto the pitch to delay the game
and miraculously was able to move again as soon as the
replacement player was ready. Pure gamesmanship but seemingly
OK?
I’m asking purely out of curiosity, I have no axe to grind, not
a fan of either club, just wondered what the situation is in
such instances.

I agree totally blatant but wonder if it was because saka was
already on a yellow card??
A real blot on what was a superb performance from Tierney in a
game that could have been difficult

Have to say on the few occasions I've seen Paul Tierney on live
tv games this season, he's been pretty decent. Apart from the
incident referred to, I felt he did well yesterday, although the
challenge on Amad appeared closer to a possible penalty on the
replay that I initially thought.
Only 2 YCs, both to Arsenal I believe. Not sure whether that
reflects on United's approach, lack of energy and determination
or the absence of Fernandes

If he was off the pitch receiving treatment then he needs the
referees permission to enter.
So rather than delaying the restart would it not be re-entering
without the referee's permission?

Completely agree with the above - He gets a bad rep on here but
thought Paul was very good albeit in a pretty timid game.
It’d take a brave ref to issue a second yellow card for a player
getting subbed off, especially a star player who will be playing
in a title decider next weekend. It shouldn’t go into making the
decision but it does and I don’t blame Paul for that at all. I
would have had a lot of respect for him if he did though, Saka
was asking for it when he came on the pitch especially to delay
the game. The sad reality of the modern game is that, if he did
issue a second yellow, Tierney would have got a lot more aggro
for correctly applying the laws than Saka would have done for an
idiotic action

I understand the difference you’re pointing out but would that
make a difference from an outcome point of view, they’d still be
able to give a yellow card?

Of course if he'd wanted to avoid the yellow card but wanted to
let them know that they weren't getting away with it he could
have just waved play on taking the view that Saka shouldn't have
come on the pitch if he wasn't fit to continue or alternatively
delayed allowing the substitution for a minute or so after Saka
had left the pitch..

I'm in awe of club physios everywhere - a group of individuals
with such incredible talent they can raise the dead or dying
with a mere touch. A progression on years gone by when they
required a bucket of luke warm water and a magic sponge to
master this same feat!

You forgot to mention that just one chap armed with a bucket and
magic sponge mastered the feat which can now take an army to put
right.
