With words such as 'competent' and 'efficient' a lot depends on
the context. Use either of them in an employment reference, and
you condemn the candidate to instant rejection.

No one is allowed to say anything negative in a job reference
any more. Consequently any word that is neutral (or not
glowingly praiseworthy) is viewed as a criticism. The currency
of words like 'competent' and 'efficient' has been debased.

My generation wouldn't regard 'competent' and 'efficient' as
neutral but positive attributes. Sad that they have been debased
My favourite phrase when writing a reference for someone not
terribly good is " so and so always approaches their tasks with
great enthusiasm " but say nothing about the outcomes.

That probably explains why, when I find that organisations have
got things very wrong and I contact them, I always end up with
someone who does not seem either competent nor efficient, rather
they struggle to put things right. They have obviously been
given the job because the competent, efficient person has been
ovelooked.
Is it that? Or is it because one candidate has a degree adn theo
other does not? How did I survive without obtaining a degree,
probably because I was competen and very efficient. As a
musician you have only one chance to get things right so you
have to be very competent and effificient to ensure that the end
product is well received by the listening public.
