Yes it is an interesting word and one I wouldn't normally use as
a particularly high compliment. As a general rule in life I
always prefer creativity to efficiency. The context with Tom
Reeves was this. It was a dire match, two not very skilful teams
playing boring defensive football on a very windy day. The sort
of match where any referee would find it difficult to shine but
could easily have a lapse of concentration and so muck things
up. Reeves did not, he remained alert and refereed what was in
front of him calmly and well....efficiently.
In the gathering before the match I remember little about him,
either positively or negatively. A young, slim man who was
personable enough in his dark blue suit and tan shoes ( a modern
combination of tailoring and footwear which I personally cannot
abide. As an aside I remember once having a conversation with
David Allison where we both agreed that black shoes with a dark
suit looked so much better ) One might almost be forgiven for
concluding that the PGMOL clones young referees nowadays; so
many of them merge into a composite picture in my mind. Can't
really say any more about Tom Reeves except to say I wish him
well in his career.

Presumably it was this sartorial stand-off which resulted in
referees no longer wearing suits to games; the tracksuit
compromise settling the issue once and for all. :)

I have nothing against the old style, plain monochrome cotton
tracksuits. I have worn one myself on many occasions but as for
these patterned affairs constructed of man made fibres. Ugh, I
wouldn't be seen dead in one.
It's a lamentable fact that legal gowns are now available in
some sort of synthetic fabric. I would never be seen in anything
like that ! 😣

Having seen Mr Reeves a couple of times this season, I would
also regard him as efficient...and by efficient I would assume
that to be a compliment in regards to many other EFL referees
I've seen this season as that straight away puts him above the
relative bar set by his peers.
If it was me I'd take that all day rather than be described as
showy/whistle happy/card-happy/inconsistent decision making etc
etc
There is a lot to be said for anyone, in any capacity in
football who has limited 'lapses of concentration' as
Whistleblower put it...teams who do that generally win
leagues/earn promotions and the same could very easily apply to
referees?

I think some words, such as efficient, maybe conjure up a
different outlook as a generational thing. Competent is one of
those words. Competent to me has no negative or even neutral
context however I serve as a director on a trust and there were
2 much older directors, both since retired, who saw the word
competent in a completely different light. To them it was not
negative but nor was it positive akin to 'being able to but
didn't really shine', as opposed to anything else. We would use
the term 'quietly competent' quite often and they would both go
mad about it stating we were so much better than that. One ended
up resigning purely because of the use of the term, as he said
it put us in a negative light. To this day I do not understand
him in respect of it!

Not just a generational thing. My wife has a habit of asking me
if she looks "all right" then getting upset when I say "Yes".

Seems to me that you are much better off without them if that's
the way they look at things. Resigning because of the use of a
term used? Very negative as far as I'm concerned.
Competent -----having the necessary ability, knowledge, or skill
to do something successfully.
(of a person) efficient and capable.
Efficient ---------(of a person) working in a well-organized and
competent way.
Nothing negattive about those definitions,

Oh we are very much so better off without them for many reasons!
I can neither deny nor confirm that usage of the phrase
deliberately increased nor if the rumour it has not been used
since they both went is true or not... Where there's a will!
