Yes, there are defenders around but there is an obvious
opportunity to score, even if it is not obvious that he would
have scored. On my reading it only has to be the opportunity
that is obvious .
I remember a wise old man telling me that the people who run
football do so because they love the game, not because they have
any brains. I’m not even sure about the first part now.

Anyone who is ever surprised by any of the decisions of the
appeals panels has not been paying attention.
They are frequently perverse or downright ridiculous.

This is what I have been trying to explain to fellow Owls fans
on forums who are demanding that the game be replayed because
"the referee cheated us", "was clearly a Bristol City fan, and
other more extreme and abusive comments.
The 3 person panel contains at most one referee, the other 2
will be ex-players or ex-managers. Such people (the latter,
less so the former 😂) have shown time and time again
that they don't know or understand the laws, so it shouldn't be
any surprise that they come to up with bizarre decisions. DOGSO
seems to be the ones that get successfully appealed the most,
probably because, like most players and managers, they think
that there is a "last man" law.

Surely those responsible for deciding who is qualified to serve
on these panels, would only approve anyone they consider to be
capable of making balanced and objective decisions. Accordingly,
I would suggest it is the job of the referee to advise on Law
and that other members of the panel would take that into account
when coming to a decision after discussing the facts.
The decision being discussed was not the only red card to be
overturned in the Championship last weekend. Josh Smith also
hastily issued a red card, in the Sunday TV game, when the
defender clearly played the ball. In this instance I believe he
was badly let down by his assistant, who was in a much better
position to see the incident and advise accordingly.

Have you not seen Mike Dean on Soccer Saturday, or previously
Peter Walton on BT? He tries to explain to the pundits why a
decision has been given, they just shout over him and berate the
referee. Why do you think ex-players and managers on a
disciplinary panel would be any different?

As you say they are pundits and not members of a panel appointed
by the authorities

Whilst we might like pundits to be across the laws, it's clearly
not something that their employers are especially bothered
about. If Paul Merson argues with Mike Dean on Sky, or if Robbie
Savage previously argued with Peter Walton on BT, and it made
for good TV then they'd be happy with that.
I think it would be quite reasonable to expect that anyone
sitting on a disciplinary panel would have received sufficient
training and shown themselves capable of applying the relevant
interpretations to events. Whether that's the case or not is
obviously a different matter but it certainly would reflect
poorly on the FA if they don't ensure this.

To be fully qualified they would need to have done the full
referee course and refereed games, that is after all how the
referees that actually made the decisions being appealed
qualified.
It would be like appealing a court decision to find that the
appeal judge is an ex-criminal they've dragged off the streets
and given them an hour to brush up on the laws. To judge an
appeal on anything you should have to be at least as qualified
in the subject matter as the person who made the original
decision that is being appealed against.

Watching the Portal clip with comms, even knowing the decision
was overturned, only reaffirms the DOGSO for me. The reasoning
given between the officials makes sense with the exception of
one phrase stated when the ball possession changes. Smith
doesn't come across very strong and is very reliant on the AR.
