       This is where you need your AR to bail you out.  Not necessarily
       on the penalty award itself, but he is in the best position to
       see that any potential foul was clearly outside the penalty area

       Depends on instructions given before the game I guess

       Too many referees I've seen don't even seem to want their
       Assistants to signal for a throw in until he's told them which
       way to go.

       That has been the case forever, they take their time to make
       sure they get the right decision don't cross signals.
       Difference being they don't need "discreet" signals any more as
       they just say defensive or attacking on comms.

       The award of a penalty kick is always going to be a Key Match
       Incident. I suspect that Mr. Woods will not have received a high
       score on this match, regardless of how he performed throughout
       the other 89:50.
