It's not the officials' problem that the opponents adapted to
the team's tactics and forced them to adapt - it's the team's
problem to solve. If a manager has never considered the
possibility that their opponents would cotton on to how they are
playing out from goal kicks, and therefore that they would need
to work on an alternate tactic to get the ball into play without
delaying the restart, then I would say that manager is either
being deliberately obtuse, or is stealing a living by managing
in professional football.
It feels like people nowadays believe that the Laws of the Game
have to be adapted to how teams want to play, rather than teams
actually having to play within the framework of the LotG.

I'd agree that referees can benefit from improving their
tactical understanding of the game.
But I think it's still reasonable to say that a team should be
able to take a restart within a particular period of time,
regardless of what the opposition are doing. I know it's never
penalised these days but in theory a goalkeeper could concede an
indirect free-kick for holding on to the ball for more than 6
seconds - I'm not sure the argument that the opponents were
pushed up high would be regarded as much of a defence.
And the goalkeeper ultimately wasn't shown a yellow card for
timewasting so I'm not sure if the point is especially relevant
to this game overall in the end?

His comments were absolutely embarrassing. Yes, his keeper was
on a caution for handling outside of his area, but who's fault
was that? Heckinbottom seemed to be suggesting that this should
give him some extra element of protection for time wasting. Of
course Spurs are going to try and stop his team from playing it
around the back, they are going to press high to win the ball
back as they are losing. If his keeper is stupid enough to need
a minute to realise that all of his possible passes are blocked
and therefore he needs to go long that isn't the referee's
fault, it is his own.
This ridiculous attitude by managers to blame anyone but
themselves is the reason we need this crackdown in football.

For those who weren’t at the game, here’s a summary of all the
goings on that made this a nightmare afternoon for poor old
Peter Bankes.
From around the 10th minute, the Blades had their first goal
kick. Was immediately obvious Wes Foderingham wanted to play
short and out from the back, commendable for a promoted side
coming into a cauldron atmosphere. It became clear immediately
that Spurs weren’t going to allow this with the high press each
and every time creating a four man wall around the perimeter of
the area. Instead of changing from a tactic that was never
going to wash, Foderingham decided to pretend to play out and
spend an extortionate amount of time to actually kick it.
Bankes didn’t want to get involved, the booking for Foderingham
was for unfortunate handling just outside the box. Harsh but
fair on that one. He is caught in the same half by Kulusevski I
think, requiring treatment, bizarrely throwing his gloves off
while getting the treatment believed to be needed. A clear time
wasting attempt if ever there was one. Foderingham did exactly
the same just minutes into the second half, throwing those
gloves across the area, after a late challenge from Van de Ven
which was an orange card.
Maddison is kicked in the calf inside the box, no penalty seemed
correct in live time, but on replay was an obvious foul. A
clear and obvious offence by Basham that had to be overturned by
Graham Scott, but wasn’t!
Half way through the first period, stoppage due to Blades
injury. Spurs go to restart a minute later. They begin
playing, half of the Blades are talking to Heckingbottom
drinking. Instead of playing on (he didn’t know they were
hovering over the far side on the pitch), he blows up and holds
his hands up. To come up with 3 minutes at the end of the first
half showed the need for independent time keeping. Never heard
boos quite like it for an awarding of added time, not usually a
thing you hear the crowd react to quite like that!
Second half Spurs fans stupidly 3 times throw the ball onto the
field with multi ball in play. From one of these, Kulusevski
has the ball out wide. Bankes rightly blows up, other ball goes
off, he trots over in his own time to talk to the fourth
official and Spurs ballboy staff. He then restarts the play
GIVING THE BALL TO THE KEEPER!!! Spurs had the ball!! At this
point sadly Bankes had truly lost the plot in this particular
game.
Jack Robinson takes a free kick trying to get Heung Min Son
booked for standing too close. The ball goes through Son’s
legs, he turns and takes the ball on. Bankes bizarrely blows up
and orders a retake, booking Robinson!!! Neither a booking nor
retake were necessary, play on by the letter of the law!!
Maddison booked after Solomon shot deflected over the bar and
goal kick awarded. Theatrics from Maddison too much, but he was
right.
From there on in it got easier for Bankes. Tight offside
brilliantly called by his assistant for Brennan Johnson’s
effort. Top marks there.
The 12 minutes was a bare minimum, if anyone had added all the
time wasted to subs, “cramps” galore, Foederinghams gloves on
the ground, multi ball disasters, dissent bookings, you would
have ended up at 15 minutes at the very least. Full credit to
Bankes for not caving in and just giving 6 minutes, very
professional.
McBurnie seemingly harshly done by with his second yellow,
although we don’t know what he said. Just didn’t seem that
angry or aggressive at all. Having said that his “tackle” on
Solomon was an orange card, Bankes took quite a few seconds
deciding in yellow or red due to the lateness of it.
An afternoon to forget for Bankes, but one to remember for the
good of the game ultimately. Blades for all their fight got
what they ultimately deserved for nearly ruining a game of
football. They will be ok with the spirit and organisation if
they carry on like that, but that is now twice that their antics
have cost them dearly this season. Sad to see. All they
ultimately achieved was tired bodies, tired minds to result in
goals being conceded.
I hope this gives fair context to the disgracefully short
highlights on MOTD which showed virtually none of the above.
