There actually quite a few. A current 2b who was tipped to go
straight to FL went down to 4 from 3 before coming back up.
Many who now operate at 1, 2a and 2b have experienced demotions.
A current FIFA AR got demoted down from 3. This season at 2b,
you could theoretically finish 35th out of 70 and go down
(although recent changes may prevent this if you finish top
half). Last year, a 2b just outside the spots for an assessment
day went down.

and various crazy systems have operated over the years. Part of
the issue is the ever-changing system meaning no stability. The
way we manage referees often just makes you shake your head.

I absolutely agree with both comments here. The promotion and
demotion system is shrouded in mystery and possible intrigue. To
call it byzantine is to be unfair on Byzantium whose ways were
positively transparent in comparison.

Thank you RefGod for your answer. I left me cold that it could
be as black and white as that. In teaching you have good year
classes followed by bad ones and the idea that x% will always
meet the standard each year feels wrong. I guess one problem is
how do you ensure and demonstrate consistency, fairness and
transparency but I never liked tick box mentality. These
referees and assistants must be enthusiastic and hard skinned to
succeed.

First years are exempt so if there is a high intake (as there is
this season with 25) numerous referees will be vulnerable,
particularly if those who are first year occupy many of the
bottom slots. So hypothetically, out of 70, 10 may go up
automatically, and another 5 through the assessment day. Out of
those 55 remaining, 20 of the 25 could occupy the bottom
positions. There will inevitably be injuries and sabbaticals so
you could finish 35th out of 70 and be demoted reclassified.
