Matt Carley is a "marmite" referee and sometimes I think
criticism of him is a little unjust. He does appear
unsympathetic and a smile appears to be hard to give but I have
often found him to be accurate, fair and strict. Card management
is a difficult one and novice referees often find themselves one
card behind the game having elected not to give one to keep 15
players on the pitch and hoping the players will sort out the
issue themselves. They don't always and you find yourself then
having to issue a verbal warning as per protocol and as I wrote,
one card behind. Matt Carley and others IIRC in the past have
sometimes skipped the verbal warning arguing that 2 offences in
a build up is cynical and there is no warning, the yellow comes
out. The RWC and Joel Judge probably have expectations in this
WC of how cards should be managed for repeat offences and maybe
precedent is irrelevant. Furthermore, this may have been the
first instance this weekend of repeated offending so we do not
know what the expectations of referees is. IMHO however, Carley
should have produced a yellow card earlier. My other gripe is
the number of occasions players went off their feet at the
breakdown and sealed off the ball. Wales I noticed in particular
did this and it was material as it denied the dangerous Fijians
       turnover ball.
Scotland v South Africa was an interesting game and the failure
to review the head contact by Kriel was unfortunate. Curry made
the mistake of drawing blood which highlighted a possible
problem but as we know, the fact that blood appears (or doesn't)
is irrelevant to the amount of force used. Gardner did not
convince but that is not to say he was poor. What frustrates me
is that on many occasions when I see Ben Whitehouse, I am less
than impressed with him. Whether as a referee or a TMO,
controversy follows him and Scotland have every reason to be
frustrated. Of course it is not just Scotland supporters who are
frustrated - so are spectators, neutrals and England supporters
       at the lack of consistency.
Peyper was very impressive in a high profile and competitive
game and showed why he is trusted by World Rugby. Doubts about
       his qualities amaze me.

I've been saying for a long time Jaco is unfairly treated by
people - very rarely do I see him having a bad game!

After my post I read Paul Smith's piece on Matt Carley's
performance which appeared on Rugbypass. He defended Carley who
has been blasted on some parts of social media and it is an
interesting read, balancing the discussion and explaining his
(Carley's) likely thought process. It gives an insight into
rugby refereeing and how difficult it can be with so many
factors to take into account such as was the offence cynical,
was it a repeated offence etc.
As an aside, what does Nick Knowles know about rugby noting
Nigel Owens has blocked him on his social media account which
       says something.

Judging by appointments, the Rugby authorities, who hopefully
are those in the know, rate Peyper and Barnes as the two best
referees in the world perhaps with Raynal following a little
behind them. I don't think that's unfair treatment on my part.
There is something about the manner in which Peyper goes about
his officiating which does not endear itself to me. My opinion
is worth no more or less than what it is, a personal preference.
It may be that Peyper is the toast of rugby playing nations
throughout the world and teams are delighted to have him referee
them. If so, I am pleased for them and him.

Unfortunately Peyper has usually saved up his worst games or
bizarre decisions for when he has England. In other matches he
has been fine, good or even excellent. My guess is that's why he
"gets so much stick" on here
I trust, even after their valiant effort against the Japanese,
that we will have too much for Chile and Jaco can have a quiet
evening in Lille, in a fortnight's time

Though Ben O Keeffe had a very good game yesterday - if the
continues on this form, a QF appointment looks likely!!

Ben O'Keefe was OK. The scrums were a mess and I wonder whether
he eased up on the Uruguayans to make a game of it. Play it away
scenario when the scrum has gone down. The pitch looked
unforgiving at scrum time which wouldn't help matters. As for
the bunker review, I am a little perplexed given what has
counted as red in the past but my instinct at the time was
yellow. A good performance really - the French looked
disorganised although Uruguay played really well.

I watched the NZ v Namibia match last night which was something
of an uneven contest ( to put it mildly ) and the torrential
rain didn't always help. Match refereed by Luke Pearce whom I
normally rate very highly. There was one incident which I have
never seen before. Namibian player LeRoux Malan went down with
what what obviously a pretty serious injury. Pearce whistled
quickly, waved on on the Medics and ran over to the player.
When he saw the nature of the injury let out a short cry of
distress and immediately turned his back on the player. Is this
a protocol or is Pearce rather squeamish ? Whether this affected
him I don't know but he didn't seem to have quite his usual
rapport and excellent communication with the players. That said,
it's not always easy to referee such a one sided match and in
such very wet conditions. The commentators seemed to think he
got most of the decisions correct. The yellow card was upgraded
to red but how these things work I think Pearce was probably
right to issue a yellow card and then let those with access to
multiple angles and slow motion make the final call.

There has been at least 5 incidents where the consistency of the
bunker has been questioned so far which is not a good look for
       WR.
Luke Pearce again showed why he is England's number 1 when
Barnes decides to retire. My fear is WR want to look at Carley
more then Luke ( possibly the controversy of his handling of the
Wales v Fiji game has changed their minds).
Another good showing from the Englishman last night!
