Timekeeping

Further to my post re Gavin Ward I read the Rotherham manager's
comments as he received a YC at the end.
His words were over not only the amount of time allowed but who
actually awarded it.
The referee apparently said it was the fourth official whilst
the 4 O said it was one of the assistants.
I always thought it was the referee him/ herself.

The referee (currently) is sole time keeper - the amount of time
to add on comes from the ref

PGMOL have given instructions to officials about who times
certain incidents and calculates the additional time.
For goal celebrations, substitutions and injuries - the
non-technical area side assistant referee times the ‘delay’ and
relays to the 4th official.
For red cards and penalty kicks - the 4th official times the
‘delay’.
For anything else in the game that needs added time (e.g.
general time wasting), the referee is to make an allowance as
they see appropriate and would relay this to the 4th official.
The 4th official will have a note of all these times and advise
the referee of how much additional time should be played. The
referee is the sole arbiter, but they are unlikely to go against
the 4th official’s noted summing up unless it appears obviously
wrong.

So potentially 3 people contributing to a decision?
Well that's helpful!
Also I'm sure the laws of the game still says its the referees
decision so that is where the responsibility lies, regardless of
others input

I actually think it is helpful. The responsibilities have been
split based on who, in most situations, is least likely to be
pre-occupied / have to focus on something else. The officials
have the comms kit and anyone can feed in if needs be.
The laws state that the referee acts as timekeeper, but I don’t
think that means the other officials cannot be involved and as
I’ve said, they ultimately decide but can make that decision
based on the input of the other officials (no different to any
other decision taken in the game). If it was all on the referee
then I am sure in the midsts of injuries and red cards at the
very least, their attention is likely to be directed elsewhere
on many occasions and it will be more likely to lead to mistakes
being made.

My response would be: because it’s not needed. All that is
needed is for the officials to add on the appropriate amount of
time for delays. The approach this season is doing that for the
majority of the situations specified in the Laws of the Game.
The more discretionary / grey area is ‘time wasting’ (such as
players taking too long to take restarts). Even with an
independent time keeper, it will still be a judgement call for
that individual as to whether time should be added on or not.

At senior levels referees have for years told their 4th
officials to keep a stoppage log, this is just delegating part
of it to one of the ARs.
