Very much so - yes!!
Also, the 30 seconds before coming back on is an EFL directive
not law, so also not applicable here......

Thanks, Sir, for the confirmation that the 30 seconds
requirement does not apply at lower levels.
The first part of your reply, however, requires clarification -
my fault for asking two contradictory questions. I take it that
the "yes" refers to forgetfulness rather than the unaccustomed
use of spray.

On the bus on the way to the match, brief thoughts of barbarous
practices in Berkshire were quickly dispelled when a second
glance revealed the second e in Earley Burial Ground. From the
stop it was a short and easy stroll to the sports ground, where
three pleasant welcomes were offered. Food in the clubhouse was
cooked to order, with pagers to inform customers when their
order was ready. This allowed time for JCFC to intrude on the
quartet perched around a table. Mr Topp, smartly dressed in the
pre-covid manner, denied being related to Jake, if "Who's Jake?"
constitutes a denial. Mr Tingey is apparently the son of former
official Mike, who may or may not have been the fourth member of
the quartet. And so to
Sunday 6th August 2023
FA Cup Extra Preliminary Round
Wokingham and Emmbrook 1 v 0 Cinderford Town
Marcus Tingey (Lacey Green); Matt Topp, Tom Benton.
The home side, not content with Brighouse orange, or even
Blackpool tangerine, opted for satsuma, hence their nickname of
Sumas. Mr Tingey looked older than he had done at close quarters
and wore an earnest, almost severe, expression, and appeared
confident in his decisions. On 14 minutes a home attacker was
held outside the box, the yellow card was quickly drawn, but
various players wanted to have their say. It would be a good
idea for "go away" gestures to be made with the other hand, but
Mr Tingey managed to isolate the Cinderford offender and
administer the card. He dealt nicely with a foul by the visiting
number 8, the free-kick leading to a move which produced the
Sumas' goal. They had a couple more very good chances, but were
unable to add to their score. In added time before the interval
the home number 3 saw yellow for taking down an opponent in full
flow. The time added was four and a half minutes, which seemed
more than expected.
With a jog back to the changing rooms in the cricket pavilion,
the interval stretched to twenty minutes, understandably
perhaps. The 46th minute was notable, as Mr Tingey exchanged
friendly words with a home player, and for the first time was
seen to smile. Cinderford looked for an equaliser, but there
were to be no further goals. Four more yellows were briskly
shown, three to Cinderford, one to the home number 6, presumably
for speaking out of turn. The added 7 minutes seemed reasonable.
Mr Tingey's one problem stemmed from the ongoing desire of
players to occupy the same square centimetre at set pieces,
leading to excessive mutual barging and grappling. Like his more
senior colleagues, Mr Tingey would offer a warning and then
leave them to get on with things - which did not produce any
further difficulties. Otherwise he was crisp in his decisions
and controlled the game firmly and well. He was promoted to
Level 4 two or three years ago and in his LinkedIn profile
declares his hope to make further progress on the referee
pathway. If this was a typical performance, that hope should
soon be realised.

As I've already stated, the directive is also very active in the
National League. It would be nice to know how far down the
pyramid it goes.
There was certainly no evidence of it in a couple of Step 5
matches I watched the previous week. It now appears not to be
operative in the early FA Cup rounds. At what round will it come
in, if at all?
I wasn't aware that Leagues could unilaterally change the
guidance to referees. For example could our Sunday League insist
that referees observe the 6 second law re goalkeeper possession
?

Magic stray were only given to Step 1 & above Referees. All
other Referees would have bought it and use it for their "good
deed".

As I've already stated, the directive is also very active in the

Law of the game is applied throughout unless otherwise (e.g. no
VAR at lower level so the law doesn't applied). As for
directives, yes only apply them when directed to per specific
league/cup match (e.g. Step 5 & 6 have sin bin but when playing
in the FA Cup, you cannot apply sin-bin even if both teams were
Step 5 & 6.

There has been far too much straying from accurate decision
making in recent years. Whether by dint of magic or not I
couldn't say

Nothing to do with erroneous decisions, but one had better not
stray at Wokingham and Emmbrook: parts of the ground are taped
off and have warnings "Beware of snakes in this area."

A former Football League referee, whose identity I could not
possibly divulge, was nicknamed The Snake by some of his
colleagues. I doubt he has come back to officiate at Wokingham
and Emmbrook though !
