He is moving to a new Confederation (from AFC to UEFA). So he
will lose his FIFA badge and he will have to be nominated again
from the English FA. Plus he will join SG2 and not SG1. So in
order to gain the FIFA badge again, he will have to be SG1 for
       at least a year.

It does seem quite an outdated model to me - I guess you can
argue that if he's not doing games in the top domestic league it
doesn't make sense for him to be doing internationals but, as
suggested previously, players are still allowed to perform
internationally even if they move to a different country.
Is a referee allowed to combine officiating in two different
countries to preserve their internatioanl status?

That's slightly surprising as when the concept was introduced I
thought an exception, not too popular at the time, had been made
for David Elleray. Sadly this was not to facilitate his
attendance at the House of Lords but to continue his career as a
boarding housemaster at Harrow school, presumably a 24hour a day
       job in itself.
I know Howard Webb was another but it does rather defeat the
whole object of having FULL TIME refs. That said, I am not sure
there is a great deal of evidence that devoting your whole
working hours to refereeing necessarily makes you any better at
       it!

I seem to recall that when the SG was formed back in 2001 the
referees met up for three days every fortnight (I don't know if
that is the same frequency these days). Philip Don initially
encouraged them to have other forms of employment to keep them
occupied. David Elleray was obviously an exception as he
couldn't dedicate the time for the get togethers.

I did note that the Korean referee Una Hong was allowed to keep
her FIFA Women’s badge when she was based in Loughborough a few
       years ago.
