Maybe one way around it is to have red cards occurred in the
League being served in the League but a red card in a cup
competition could apply to all the cup competitions then at
least then they would be served hopefully in the same season an
not carried over

You could, although I guess you'd have to think through the
implications quite carefully and people might have different
views depending on a specific set of circumstances.
If a player gets a debatable red card in the 5th round of the FA
Cup next midweek and is banned for 3 FA Cup games and ends up
missing the final on Saturday 3rd June, more than 3 months after
the offence, then would people think that was an improvement?
If a player from a Football League team who are viewed as the
plucky underdog is sent off for a 2nd yellow card after taking
their shirt off following a 94th minute winner in the semi-final
and is banned from the final because it happens to be the next
cup match 6 weeks later, then would people prefer that to them
just being suspended from the next league match?
I guess you'd also need to consider what it meant for the player
in question. There are some players, such as younger players or
the number 2 goalkeeper, who might predominantly play in the cup
matches, so if you're just applying a 3 match ban to cup games
then that might wipe out all the opportunities they'd have got
to play that season. It might result in a club deciding to bring
in a new number 2 goalkeeper instead over the summer. Obviously
you might argue this is reasonable and the player is punished
more from missing games they'd have been more likely to play in
but a 3 game suspension for cup games would take up a larger
proportion of the overall season's games compared to a 3 game
league ban.
I wonder what most clubs would feel about changing the current
situation? Cases like Pope are obviously pretty rare. I guess
there have been far more occasions when clubs have been happy
that a player has served part of their suspension in an early
round League Cup or FA Cup game and so missed fewer league
fixtures, so I'm not sure there will be a great push to change
the current system.

One game bans should be served in the competition they are
incurred in, i also believe yellow cards should only count in
the competition they are incurred in.
Longer suspensions should be the next three or more games
regardless of domestic competition.
I remember in the past clubs re arranging postponed league games
so as the suspension
Of a player could be served prior to big a game where the club
wanted said player to be involved in.

Possibly, but again I could envisage potential anomalies.
A player getting sent off for 2 yellow cards in an FA Cup Semi
Final misses the final as it's a 1 match ban but a player sent
off for a dangerous 2 footed tackle or a violent punch at the
same stage could end up missing three meaningless league games
as it's a 3 match suspension so gets to play in the final?

And if it's two match suspension? Or if a player is dismissed
for DOGSO or a second caution (i.e. offences which are one match
bans per se), but it's their third dismissal of the season so
they'll be suspended for three matches?
At professional level, cautions already only count for the
competition in which they've been accumulated.
