How many times did it take before he cautioned Martinez for time
wasting? Also I've noticed with Martinez that he very often when
kicking out of hands that he appears to be outside the area when
he lets go off the ball to kick it.

Whenever I was an AR (Linesman in those days), it was normal
procedure when the GK was releasing from the hand to watch for
that by staying level with the 18 yard penalty area line and
then "sprinting like hell" up the touchline to resume the
position for offside. They don't seem to monitor it now.

Law 5 (3) The referee enforces The Laws of the Game.
Law 12 (2) An indirect freekick is awarded if a goalkeeper,
inside their penalty area, controls the ball with the hand/arm
for more than 6 seconds before releasing it.
By not enforcing Law 12 (2) the referee is not enforcing the
Laws of the Game, therefore, in dereliction of their duties.
Does any SG1 enforce law 12 (2). All goalkeepers break this law.
Martinez in particular. Last night I clocked one instance when
he controlled the ball with his hands for 25 seconds. No action
by the referee.
Are referees instructed to ignore this Law of the Game?

In a word, Yes, certainly if the Crewe goalie, Arthur Okonkwo,
is anything to go by! I suspect that referees at the top level
are told to allow play to go on but to add time on at the end
for obvious time wasting by goalies with the ball in their
hands. And that has proved fatal more than once this season for
Crewe and Okonkwo!

I would go on to day referees worldwide dont enforce this law. I
agree Martinez is one of the worst but he will continue if he
gets away with it.
This law has hardly ever been enforced since a goalkeeper was
allowed to catch the ball, roll it on the floor and then pick it
up again in the penalty area without anyone else touching the
ball ( showing my age remembering when that was allowed ).
One other thing how can you add time on for wasting time when
the ball is in play, ie in the goalkeepers hands. Surely you can
only add time for time wasting when the ball isnt in play ?

This section of Law (along with a few others) is not worth the
paper it is written on. It either needs to be enforced or
changed. When the goal-keeper has control of the ball no other
player can (legally) take part in the game. Without some form
of Law (and sanction) the goal-keeper could hold onto the ball
until time expires. Sometimes it feels like they are trying to
do just that - especially when a perfectly straight forward
save is accompanied by the fall to the floor using up even more
time from the game.
And your point is well made, it is not possible to add time on
when the ball is in play.
