       In my eyes this illustrates why the Laws need rewriting starting
       from the basic principles of why they are there - safety, not
       gaining an advantage by cheating, making the game attractive to
       players, officials and spectators along with technical
       descriptions to ensure consistency of pitches, equipment etc.
       As it stands:-
       Offside is an abstract measurement that no longer relates to
       having an advantage by "goal hanging" - perhaps it would be more
       relevant to have a law discouraging packing penalty areas full
       of defenders.
       Handball there is no practical consensus on what constitutes
       handball in different circumstances - generally handballs have
       no relation to gaining an advantage by the use of a hand/arm.
       Fouls the working application of what constitutes a fair
       challenge/foul//yellow card/ red card seems to vary every time
       the wind changes.
       VAR has highlighted the problem of laws that are ambiguous and
       can be used to justify almost any decision.

       It has all come about because of the demand for consistency.  In
       order for referees to be consistent the Laws must be tightly
       codified, laying down precisely what is and is not allowed; a
       process that has been far from adequately done.  However the
       woolly wordings of yesteryear which allowed referees effectively
       to do the job by feel are never coming back.
