Its certainly been a long time coming, and pgmol now more than
ever needs fresh leadership, Webb seems to be the obvious
candidate, and I think he'd be a decent choice, going by his
work in the MLS, Although this time he'd have to deal with the
premier league circus.

'Howard Webb to become Premier League referees' chief' when Mike
Riley steps down from his PGMOL role next season after
top-flight clubs complained that too many mistakes had been made
under his watch

Mike Riley, the head of Premier League referees, will step down
from his role next season, with Howard Webb set to replace him.
It was previously reported that a host of Premier League sides
were pushing for a change in command, as they believed too many
mistakes were made during games in the 2021-22 season.
In a statement from the Professional Game Match Officials Board,
it has now been confirmed that Riley will leave his role next
season - one which he had held since 2009 when he replaced Keith
Hackett.
Riley's role is set to be split after his departure with PGMOL,
aiming to appoint a chief refereeing officer, in charge of
developing match officials, and a chief operating officer, who
will manage the organisation.
Speaking after his departure was confirmed, Riley said: 'I am
proud of the contribution our match officials have made to the
professional game and have enjoyed working with such a
dedicated, professional and high-quality group at all of the
levels that PGMOL manages.
'As the Elite Referee Development Plan begins to take shape, now
is the right time to plan for the future and allow the new
leadership team to build on the strong foundations that we have
in place.
'I look forward to working with the new team over the next
season and giving them my support before I step down.'
It had previously been reported that the Premier League are
planning to bring Howard Webb back into the fold.
According to reports, Webb has been in London this week at
meetings with the PGMOL and is likely to step into the role at
the end of the year.
A succession plan will be phased in over the course of the
coming season as Webb currently remains under contract in a
similar role with Major League Soccer.
His contract in the States runs until December, but Webb's
profile and reputation in the game has seen a number of clubs
put him forward as the ideal candidate to be Riley's successor.
His wife, the former Bundesliga referee Bibiana Steinhaus-Webb,
is already PGMOL's select group director for the women's game
which leaves her husband in a good position to secure the role.
The Premier League is looking to make several other changes
ahead of the 2022-2023 campaign.
They are introducing the Elite Referee Development Plan, which
aims to enhance the standards of officiating across the English
game.
PGMOL are set to bring in a training supremo, a psychologist and
a sports scientist as part of a major plan to improve standards.
In a wide-ranging move likely to cost in excess of £500,000 a
year, 12 new roles have been created, amid strong criticism of
performance levels across the English men's and women's game.
The organisation is also seeking a coaching director, who will
lead the training of the 600 officials operating in the Premier
League, EFL and women's game.
The move comes following the retirements of long-standing
whistle-blowers Jon Moss and Martin Atkinson, who will take up
roles of Select Group 1 (Premier League) Manager & Coach
respectively from next season, fulfilling two of the 12 roles.
Premier League Chief Executive Richard Masters said about
Riley's departure: 'On behalf of the Premier League, I would
like to thank Mike for his valuable contribution and significant
commitment to PGMOL over the last 13 years as well as his
considerable service to the game as an elite referee for 20
years.
'During his time at PGMOL, he has worked hard to deliver and
develop high-quality match officials across the professional
game and led on the implementation of VAR into the Premier
League three seasons ago.

13 years is a very long time and inevitably Riley will have his
detractors given his length of time in charge. After all it is
easy to criticise than to praise and indeed make criticisms
personal. So it is fair to thank Mike Riley for his contribution
and his time and effort.
My only concern now is the relationship of the new organisation
with Premiership clubs, the latter's power and influence moving
forward and the independence of a referee organisation to carry
out its role within FIFA's remit. It is of concern to me that
clubs can get rid of a referee because they do not like what he
has done.
Nevertheless, for a number of reasons I do agree that it is time
for him to go and a new structure to be put in place, free from
the restrictions past decisions place on you when change is
required with the same individuals in charge.

Although I didn't feel like there were too many mistakes last
season to be honest...

I (and others on here) have said many times that the
shareholders get way too much say in refereeing and it is very
wrong. They should have zero say in it at all. The PGMOL needs
to be 100% independent. The shareholders should not be able to
dictate which directives are issued to referees, for example. In
my opinion Mike Riley stepping down is long overdue, I don't
feel he has looked after his referees very well at all. I like
that it is going to be a split role, - "a chief refereeing
officer, in charge of developing match officials, and a chief
operating officer, who will manage the organisation." That has
also been discussed on here many times & I think most of us are
in favour of that, leave the refereeing up to the referees and
the 'business management' up to someone who knows what they are
doing in that respect. They are vastly different roles and
require completely different skill sets, it's certainly about
time that happened. Keep the shareholders as far away as
possible - that will help!
