Riley - The End in Sight ?

Much respected blogger refereeingworld are saying Riley job to
be discussed at next board meeting, with Webb a potential
replacement ?
Riley imo has shot himself in the foot with his continued use of
“clean and obvious” I watch so much footbsll from around the
world and it’s common place for a ref to review an incident then
come back into the field of play and stick with his decision…
At the start of VAR he was using excuse of “fans” “slows the
game down” but the way it’s implemented has also lead to FIFA
not using any of our English VAR at the World Cup.
I personally think Webb would be great, but would he leave his
magnificent job over in the MLS where he has transformed there
refereeing to amazing levels !

His wife is in charge of female refereeing here, and doing an
excellent job. The temptation for him to live and work in the
same country as her, for a change, may be very tempting indeed.
What he has learned while in charge in the USA will stand him in
good stead. He's doing a great job there and there is a level of
openness we can only dream of right now, I think there does need
to be changes here and I'd imagine he has a lot of respect
amongst his ex colleagues here. Their source is the Daily Mail
though...

Hopefully true. Either Webb or Clattenburg would do a better job
than Riley has done. The implementation of VAR has been a
shambles in the premier league. The phrase 'Clear and obvious'
has created just lead to more confusion. Webb has done a great
job in the MLS transforming referees.
Something needs to change as the refereeing standards are
shocking.

Well there is certainly much room for improvement. It would be
Webb for me.

What happened to Swarbrick , Halliday and Foy ( not sure if Foy
took up a role with PGMOL ) I know the other 2 did

Foy still works for the PGMOL I believe - I think his title is
something like head of community engagement. He regularly
appears on photos on social media at various events representing
PGMOL...not sure about the others

As much as I believe Riley should go, it would seem strange to
me that his position was not considered before other posts were
advertised/appointed. (But then again then might sum up the
PGMOL)
As a new person coming in I would want my own appointees, not
saying that Moss nor Atkinson wouldnt get the jobs, but I would
have wanted a say.

The original source seems to be The Telegraph. The article is
behind a paywall but the small details I've found suggest that
Webb could be brought in by Riley as opposed to replacing him,
at least initially.
Of course Webb worked for PGMO for a year or so after his
retirement but it didn't seem to work out too well. I think he
said in his autobiography that he was reprimanded for some
remarks he made in an interview and when he went on Monday Night
Football on Sky he was given a big list of things to say and not
to say so he immediately felt constrained. If Webb was to take
up a role, leaving aside things like if it would work for him to
move back to UK, I think he'd need to be given a large amount of
freedom to just get on with developing the referees, improving
VAR and enhancing communication with media and supporters. He
seems strong in all these aspects and I would have much more
faith in him than Riley, at least initially.
I think the PL clubs have been very generous in letting Riley
stay in post for 12 years, seemingly without too many
consequences for mistakes. I do not think they would be so
forgiving with an under-performing club manager. 12 years is an
awfully long time to stay in a senior position in football.
There are lots of obvious issues, even without considering VAR.
In mitigation, clear and obvious is IFAB's wording, and I think
many countries around the world have had some issues with its
implementation. There have been some successes under Riley too,
although it's debatable how much it is down to him.
I think a change is definitely needed and Webb would be a very
good choice, if given the right space to work in. The
comunication in MLS with things like Inside Video Review is
excellent. I would hope something like that could be done here,
albeit I recognise there might be some cultural differences. But
Riley's unwillingness or inability to properly communicate has
been very frustrating. I think VAR seems to be in a better
position in MLS too. It seems pretty clear the bar for VAR
intervention in PL needs to be lowered a bit and PL referees
need to have more freedom to stick with their original decision
at the monitor. This shouldn't be happening several times a
weekend but equally we shouldn't be going through an entire
season without a single referee sticking with a decision.
But if you're bringing Webb in, I'm sort of wondering what the
point would be of Riley continuing? I guess there might be wider
things like budgeting etc which were perhaps a part in him
getting the job initially.
