Unfortunate situation with the ball hitting her. Relevant part
of law will be whether it started a promising attack after
hitting her. If yes, should be drop ball.
Now, define “promising attack”. Probably consider distance to
goal, defending cover, and direction of travel. When the ball
first drops to the City player I’d say this possibly isn’t met
but very quickly turns into one. A big call to make in that
split second.
If that was me though, I’d be gutted if I’d played on and that
led to a goal. I’m sure she’ll wished she’d blown even if Law
*could* support the decision. There’s certainly a case of “what
football expects” here, certainly at my level of refereeing…
Your match control goes out the window if you don’t stop play
there

Surely you only stop play if you deflect the ball to the
opposing team

No. Play is stopped if possession changes, if the ball enters
the goal, or if the team in possession gain a promising
attack/goal scoring opportunity.
If in any doubt, the general guidance would be stop the game,
and restart with a drop ball. The risk/reward is hugely balanced
towards caution here.

Unfortunate, but possession hasn't changed and it is very hard
to argue that the touch off of the referee started a promising
attack. It actually made the ball go backwards.
