Yes he went to the Euros. He was very good apart from a clear
penalty missed(Corrected by VAR)
He will go other than that I don't know

Only a couple of names I recognise. But there are 2 referees
aged only 29 or 30 in that list - Ospina and Ortega - presumably
considered as having great potential.

Fernando Rapallini is literally the only name I know on there. I
seem to recall he was quite decent in the Euros.

I think we could possibly take Karasyov off the list as a result
of the last couple of weeks. Can’t see FIFA taking a Russian
official if this is all still going on into the summer and
autumn

Karasev & Cakir both off the list in reality, although not
officially as yet.

The CONMEBOL selection is the most difficult one. Every time
politics play their part. And most of the federations are very
poweful inside FIFA.
I guess that Tobar (CHI) will definitely be there. Also Brazil
and Argentina will have someone in Qatar and Claus (BRA) -
Rapallini (ARG) seem to be locks. As for the other names I
believe that Gonzalez (URU) has good chances and for the last 2
spots I would guess Haro (PER) and Herrera (VEN).

I don't follow CONMEBOL toooooo closely, but enough to give a
decent view I think.
Four slots are guaranteed:
- Jesús VALENZUELA from Venezuela is a very good referee and a
safe bet after good performances in: Sudamericana (Europa League
equivalent) final, Copa América semi Argentina vs. Colombia and
at Tokyo 2020; I watched him in a big Colombia vs. Peru
qualifier and his performance was very good
- Roberto TOBAR from Chile is extremely experienced having
handled all the big matches in South America, and will be
selected; he handled a Saudi Cup SF recently under observation
from FIFA, and had an assured performance
- A referee from Argentina, Facundo Tello would be a deserved
choice too after showing his worth at the Arab Cup last year,
but Fernando RAPALLINI should be the frontrunner after his
widely-praised work at the EURO; I watched him handle decisive
Peru vs. Paraguay game in WCQ last month, he was very good
- And a referee from Brazil, both candidates are weaker than
Tello / Rapallini IMO but it is impossible that Brazil will go
without for Qatar; Wilton Sampaio can be quite an isolated
referee in his games, but his performances (even in tough games)
were good at Arab Cup and he would be a better choice than
Raphael CLAUS, the man who will probably get the nod; his
showings range from okay to very poor, and his ridiculous
leniency in the Argentina vs. Colombia qualifier I watched him
handle in January falls into the latter category
Two more are basically in the running:
- Kevin ORTEGA from Peru, a promising young ref who had a good
Olympics, and also had a good game last year in Saudi when under
close FIFA observation
- A referee from Uruguay, which is a big mess; Esteban Ostojich
(ref of last Copa América final) and Leodán González (originally
first choice) have played themselves out of contention with
their performances, which leaves two names: Andrés MATONTE, a
very average referee who did okay at the Arab Cup, and Andrés
CUNHA, an excellent referee whom users here might remember, who
fell out with the CONMEBOL refereeing director and was hence
sidelined. However, that ref director has of the last few days,
been removed, and replaced by WC 2018's Enrique Cáceres (he of
Iran vs. Portugal), so maybe Cunha is back in with a shout.
SUMMARY: I'd expect Valenzuela, Tobar, Rapallini, Claus + one of
Ortega, Matonte/Cunha to be the South American refs in Qatar,
with the 'loser' of Ortega/URU ref to be a support official
only.
