against Denmark for a similar tackle? If you watch the Woods one
back, there's more force/aggression in the tackle when comparing
       the two.

The Wilson tackle was most definitely 'worse'. Wilson most
definitely kicked his player, and the angles were quite
different. I'd go as far to say that the only comparable
aspects of the two challenges is that they both had no intent to
play the ball, but were otherwise very different.
The 'interesting' aspect of Woods' challenge is that he hits him
twice. He makes contact with the initial kick with his right
foot, and then traps the attackers other ankle with his left
foot. It's clearly a RC - there is no ability nor attempt to
play the ball, and has only intention is to kick his opponent.
Does it endanger safety? ✔ Does it use excessive force?

don’t think it was any more excessive than any other tackle.

Referees at senior levels are increasingly sanctioning
intentionally talking out an opponent when there is no attempt
to play the ball as serious foul play or even violent conduct,
and rightly so in my opinion. The sell is easy, he has kicked
an opponent with zero attempt to play the ball, therefore it is
simply not a footballing action and rather is just kicking an
opponent and that is violent conduct. Any force used can only
be excessive as you can't just kick someone off the ball. Of
course if it is a just a minor trip they usually get away with
SPA, but when there is an obvious lunge like this referees are
       increasingly likely to go red.

Red card looks to me to be justified, I do think a lot of people
would go yellow but that should not be an accepted part of the
       game
