Don't think that is right, as he didn't put his flag up then,
and only did so as the goal was scored. They don't delay flags
in the Championship as there is no VAR, so no reason to do so.
Plus the player that came back earlier in the move wasn't even
close to getting involved in play, so flagging him would have
been as bad a mistake as flagging the scorer.

I've seen many occasions in League One this season when the flag
has been delayed. There seems to be a lot of confusion.

I’ve noticed this as well in the championship when SG1 are
thrown in there.. They are used to VAR and then not using it in
the FL must be a little odd.

Assistants at all levels have been told to ‘hold’ their flags
for years now. Granted, what you mean by ‘delay’ and what I’m
       inferring could be completely different.
The reason in 99% of occasions is simply to ensure that the
player in an offside position has actually interfered. There
are usually a number of decisions in each game when an AR could
throw a flag incorrectly by not using ‘wait and see’, because
either the player doesn’t become actively involved, or where a
defender make a deliberate play on the ball.
If you mean an attacker in a clear offside position takes
possession and the flag is still slow, then I do wonder why that
is being undertaken at League One level, when I assume no
officials have any experience of VAR yet? (And even in doing so,
I work with FIFA officials, and I’m yet to hear a single AR use
the term ‘delay’ in a non-VAR match, so I’d imagine it isn’t due
       to difficult in habits forming).
