This is a classic example of a referee getting into bother by
trying to "manage the game" as opposed to apply the Laws of the
Game.
Milner's foul challenge (whether the whistle had gone or not)
was a caution every day of every week in every league in every
country.
The referee, realising that is was a second yellow card and not
wanting to "be the story" on a big game has tried to manage his
way out of it and declined to issue a second caution. Pep then
goes crazy (BMB's description of his behaviour is spot on); but
the referee cannot sanction him because he knows that his
protestations (wrong that they are) are 100% justified.
The solution is pretty straightforward - issue the caution. Two
wrongs don't make a right, so don't go wrong in the first place.

Just watched the highlights and I think Paul had an up and down
game just from the highlights
Not enough for a pen for me
But how Milner hasn't been shown a second yellow is beyond me
And guardiolas response is justified but stupid

Tierney in my opinion had a half decent game except for two
major incidents.
For me first offence trip by milner outside the box free kick to
city, yellow or red? Dont think he attempted to play the ball In
which case is it dogso or was foden going too wide.
Having stayed on milner should have received a second yellow for
the challenges on foden, in fact he could have had 2 reds or 3
yellows.
Gardiola’s antics are stupid and should be punished but it the
referee applies the laws of game correctly then he
Has no reason to act as he did

On a separate thread, we have comments about the shortage of
referees and the action of coaches/players are partially causing
this.
So, if they see Managers like Pep doing that on a Sunday (with
no consequences), they think it is right to do it to a new 15
year old kid. Standards of behaviour towards referees will only
improve when the SG1 referees start protecting the game...

….and the FA having the balls to sanction HARD on any behaviour
of this kind.
Unfortunately they are too weak to do anything.

From a person who was at the game, agreed with Milner as he
could have been sent off in the first half had he giving the
foul on Foden which happened out the area. There’s no excuse in
my view for not giving him a second yellow in the second half,
but he should have also giving Silva a second yellow for a foul
on Salah when he got clear down the right. Opted for a word
instead. To me two critical errors.

Even Dermot Gallagher could find no reason for Milner not
getting a second YC. Not sure if Tierney was trying to 'manage'
the game and too keen to keep 22 players on the pitch or if he
just completely misjudged what had happened. He will be
disappointed but I hope it doesn't affect his confidence.
Despite 1 clear and 1 arguably poor decision in this game, I do
think Paul Tierney has a natural air of authority about him,
perhaps more so than Craig Pawson, although in my view they are
both good referees.
I agree Guardiola's reaction was way OTT and he should have been
disciplined. But in general terms, I do have some sympathy with
Managers/Coaches
when their team suffers a rank injustice, which in some
circumstances could mean relegation, losing out on promotion and
put their own job in jeopardy. I do wonder, despite his facial
expression, whether Mike Dean as 4o offered any input about Pep,
or for that matter on the Milner foul.

Wrong decision or not, there is NO justification for a manager
to act the way he did! If the FA/PL had any kind of leadership
they would ban him and give him a large fine but as we all know
next to nothing will be done!

Part of life is accepting that sometimes injustices are going to
come your way, usually as a result of error rather than
malfeasance. It is perfectly proper to complain in an orderly
way through the proper channels of authority. Throwing a tantrum
is not acceptable and such puerile behaviour deserves to be
roundly condemned. No excuses, no justification. The point is
well made that if we wish to recruit and retrain referees, such
high profile and public displays of temperament are going to
find their expression lower down the ranks of coaches and
managers and therefore the shortage of referees will accelerate
because very few people will want to be the subject of such a
barrage, especially if you are the only official present. It can
be quite frightening.
Mike Dean's demeanour was exemplary. He remained calm and in
perfect control but there might as well have been a thought
bubble above his head showing exactly what he thought of such
crass and appalling behaviour.

It's very clear the PGMOL do not want managers properly
penalised for their poor behaviour. A missed penalty or a red
card for DOGSO, VC or SFP will have an effect on a referees
marks and as a result place on the merit table and I'm lead to
believe can have an effect on bonuses etc. So there is plenty of
motivation for referees to make the right calls on the field of
play. This should extend to managers abusive behaviour, it is
just another law and should be penalised with a red card the
exact same as a case of SFP, DOGSO etc.
Tierney yesterday missed a red card for Milner but he equally
missed a red card for Guardiola, both should be viewed as KMI
errors in my opinion but I would be amazed if anyone from the
PGMOL assessment system will tell Tierney he got it wrong with
Guardiola yet I expect they will with Milner. A red card is a
red card, breaking one law over another shouldn't matter.
I don't buy this argument along the lines of "well if there is a
mistake made a manager is entitled to a reaction" there are
plenty of sports (with people every bit as passionate as those
in football) where managers, in the main, accept with good
grace the decisions of referees/officials regardless of how
correct they are. They can then follow up in the aftermath
through the proper channels to put forward any complaints they
may have.
