       Involvement from 4th Official

       Could someone please advise if it is within law for a 4th
       Official to intervene on field with no additional sanction
       applied? In this case spotting a foul (in the build up to a then
       disallowed goal) but no caution or send off given.

       Yes. From the Laws of the Game:
       The referee, assistant referees, fourth official, additional
       assistant referees and reserve assistant referee are the
       ‘on-field’ match officials.
       With the exception of the reserve assistant referee, the
       ‘on-field’ match officials assist the referee with offences when
       they have a clearer view than the referee and they must submit a
       report to the appropriate authorities on any serious misconduct
       or other incident that occurred out of the view of the referee
       and the other match officials. They must advise the referee and
       other match officials of any report being made.

       The Law has been quoted above which is most useful.  In lay
       man's term; yes, absolutely.
       It is required, as a matter of both Law and the reality of
       officiating at all levels, for all officials to provide input on
       the match, within their realms of credibility.  The expectations
       of 'credibility' will be determined by the experience of
       officials, and the level at which they operate (and also the
       type of offence, and other officials' relative ability to become
       involved).  It will be covered during the referee's pre-match as
       to exactly what his/her expectations are for specific incidents.
       Put quickly, if a serious match incident occurs in proximity to
       AR, 4O, and referee and they fail to apply the correct sanction,
       all three will receive the same penalty to their mark from the
       association observer (unless there is mitigation through input
       that the referee ignored, or disagreed with).
