       On a different subject but from the same game, an incident
       occurred where I believe Mr. Kavanagh may have acted outside the
       LOTG. A Spurs player was fouled near the centre of the field.
       Mr. Kavanagh blew his whistle to stop the game and awarded a
       free kick. He allowed the kick to be taken quickly and following
       a short attacking move, the ball went out of play for a goal
       kick. At that point, he then went back and cautioned the
       offending player. I'm sure several on here will correct me if
       I'm wrong but I always understood you can't caution (or send off
       for that matter) a player once play has restarted. If an
       advantage had been played, then fair enough to caution at the
       next stoppage but that's not what happened here. Play had been
       stopped and a free kick awarded.

       Assuming the offending player was cautioned in respect of the
       foul then yes I believe you are right.  He may of course have
       been cautioned for something completely different eg dissent
       after the quick restart had occurred.

       It looked like he was cautioned for the original foul. Human
       error happens, to be fair.

       Wasn't there a law amendment allowing a quick free kick with the
       caution to follow at the next natural stoppage in play?  This to
       give an advantage to the offended team.  Or did I just make that
       up?

       Yes, but that law change specifically states that if the referee
       allows the quick kick free kick the referee cannot go back and
       caution if the offence was stopping a promising attack.  So
       either Kavanagh deemed to reckless rather than SPA, or had a
       brain freeze and forgot the new law.  I suspect the former but
       only he will know.
