Actually, it's not a case of "finding a decision" just to give
       him a mention.
I watched the whole game and thought it was an incident worthy
of sharing. Since it wasn't in the Premier League, it's not
something that will be broadcast to a wider audience.
I've watched EVERY Rochdale game this season, for my sins, and
can't recall any major incidents that required observations on
here, but this one clearly did, as evidenced by the replies.
At least you agreed it was a "mistake".

That was a quite unusual incident. A crude challenge by a
Tranmere defender so obviously a foul most players just stopped.
He didn't signal advantage but a quick thinking Chester forward
decided to run in and pick up the loose ball and was upended
       just outside the penalty area.
He's refereed Southend 5 times and Ipswich 4, both teams doing
reasonably well in his matches. I've seen a fair few of them.
He's never been better than average (in the land of the blind
.....) and was inadequate in one of them - a particularly poor
Southend/Bristol Rovers match when he looked way out of his
depth and was happily cautioning a visiting defender twice
without sending him off. Fortunately a police officer from
Suffolk, running the line, was able to put him right.
I can't for the life of me think why he was fast-tracked through
with just one year in the National League/Conference. Far better
referees have taken 2, 3 or even 4 years to progress.
So, for me, not the worst but a long way from the best. That
wouldn't necessarily rule him out of an SG2 role.
Here he is throwing his weight around at Gillingham:

Actually it is only two months ago I started a thread myself
about Antony Coggins as he refereed AFC Wimbledon v Sunderland
and had an outstanding game that day..........but not according
to the then Wimbledon manager Glyn Hodges,

Just as well I started this thread, as it's led to an
interesting debate about a referee rarely mentioned on here and
shows there is life beyond the Premier League and usual
       suspects.
