Agreed, SPA with no attempt to play the ball yellow card
correct.
SPA when a penalty is awarded is no longer a yellow card
offence. Mr Oliver must have deemed it a reckless tackle.
My understanding was that a yellow card is still issued if the
foul is considered to not be an attempt at the ball, similar to
how DOGSO is refereed in the penalty area? I stand to be
corrected though. I do not referee football so I am not very
adept on the laws.

It was still a foul though. Unfortunately players feel the need
to do this, but referees have to take some of the blame as if
they stay on their feet it often isn't given.
Arguing ad absurdum;
Having taken a closer look at the sequence, I see that the first
contact is on the edge of the penalty area and is Salah pushing
away Dias, not very forcefully but none the less a push to stop
him challenging for the ball and by your definition therefore a
foul. Had Dias collapsed backwards with a blood curdling scream
and rolled over and over clutching his chest would that have
justified a foul in his favour?
That is the way the game is going / has gone. Whilst that is
undoubtedly the prime responsibility of the players and the
clubs, they are not going to sort it out themselves and it will
just escalate. The referees and their masters can sort it out
and if we have some rough justice on the way where players are
penalised wrongly for simulation then so be it.
There is, of course, little point in any City player trying to
gain penalties [emoji22]

Fortunately, they are managing pretty well without.

Microscopist, did my eyes deceive me or did the kind Mr Oliver
award City one in the first half which Gundogan proceeded to
balloon over the bar?!
In fact, I think I heard the pundits say City had missed the
last 3 penalties against Liverpool. Must need more practice.

I have a theory that they raise and lower the goals
hydraulically.
