       Yes because the injuries happened in the penalty area and
       anything that happens within the Pa is now a dropped ball to the
       defending keeper.

       That's not what Law 8 says. It only goes to the keeper if play
       was stopped in the penalty area or if the last touch (by either
       side) was in the penalty area. I didn't see this but if a
       Burnley player had touched the ball before play was stopped it
       should have gone to them. It's possible of course that the
       whistle was blown before a Burnley player actually touched the
       ball in which case the Referee was correct.
