David Counsell had a receding hairline so he is very probably
the linesman on the right of the picture.

Only saw DH Counsell once-quite slight and receding hair.If that
linesman was him,was he a referee by then-seems a bit early,but
my memory[sans Upton]is not good.If he was not on the Referee
list,the other linesman probably was,but I cannot tell who he
might have been.

I also saw Counsell just the once and I would think he's the one
on the left in the Howley photo but wouldn't swear to it.

The referee profile in one of the programs for the match
mentioned that he was on the line in the final match of the
Fairs Cup.
