After the public attacks Halsey has made on some of the SG1
referees there is absolutely zero chance of him getting the role
should it ever become available, even less so since he teamed up
with Keith Hackett to continually criticise PGMOL.

Have to agree with that! He has burned his bridges with way too
many people with that.
I'd be tempted to appoint someone foreign like Kyros Vassaras
(sorry Romania...) who would not be intimidated by the PL
shareholders. That is one of the biggest problems faced by
whoever takes the role, if and when it becomes available, over
the years Sky & the PL shareholders have been and still are
allowed too much say. If they jump up and down and cry about too
many penalties for pushing, out comes a directive telling the
refs to ignore all but the worst ones, they cry about shirt
pulling being ignored then out comes a directive saying punish
every single one - maybe a slight exaggeration there but only
slight! The PGMOL needs to be made 100% independent of the PL
and the 'rights' of the PL shareholders and Sky TV to have any
say in refereeing matters taken away - until it is then things
won't really change whoever is in charge. Their hands are tied
from Day 1 because the wants of Sky and the PL shareholders are
given too much weight.

Correct - the shareholders of PGMOL create a fundamental and -
as they currently stand - unresolvable conflict of interest.
Nothing will change, regardless of who is in charge unless this
changes. Riley is doing what his paymasters want him to do. A
replacement will be required to do the same. Why do you think
they got rid of Phil Don?

The perception was that things would improve with Don and
Hackett leaving. Hackett seems to have believed that his reign
was some sort of golden era for English referees.

Hackett has only said probably one or possibly two comments I
agree with. The rest of it, plain and simple, has been erroneous
bile.

Makes up for the season before (2003-04) when Arsenal were
allowed to get away with disgraceful and shameful behaviour!

Yes, I was at that game too. 4 bookings apiece and Viera sent
off by Steve Bennett. It was the last minute penalty that led
to all the fuss after the final whistle, which resulted in
suspensions and fines for several Arsenal players and just fines
I think for some United players. Interesting because Bennett
was regarded as a strict referee and certainly had more presence
than Riley. The appointment of Riley for the game the following
year at OT turned out to be not the greatest decision!

If you watch the 2004-05 game in full there is a tackle by
Ashley Cole on Ronaldo at 1-0 which is a clear penalty not given
- so I suppose it “evened itself out”. Interestingly that Andy
Gray thought it was a penalty on rooney!

Seems they are having a few problems in Russia right now. There
have been a few allegations regarding lack of integrity of the
referees in the press that have been made by various clubs.
Spartak in particular have been unhappy with the refereeing of
their games and things seem to have got a bit nasty - lawyers
involved (although their ethics committee is made up of lawyers
as standard). The result of various hearings seemed to determine
that Sergey Lapochkin, one of the referees was sent for a
polygraph test 2 days ago - which he passed!! I do have very
good media sources keeping me up to date with everything there &
I gather the allegations centred around the belief he was
betting on matches and potentially making decisions to affect
the outcome in line with the bets. Match fixing in other words.
It's all there in the Russian press.
Viktor has released this statement yesterday/today (google
translate version & I take no responsibility for any
inaccuracies of that):
In recent days, negative comments about Russian Premier League
referees have appeared in the media. Of course, like all people
(including football players), they make mistakes in their work.
But, in my opinion, it is unacceptable that some representatives
of clubs and their fans through the media question the integrity
of judges without any concrete evidence. The Russian football
Union is carrying out judicial reform, and we are taking all
necessary steps to ensure fairness and transparency of
refereeing. Today it was confirmed that all the rumors about
Lapochkin turned out to be unfounded. The RFU refereeing
Department fully supports the current RPL referee team. We are
sure that these judges will work well during the final matches
in the Tinkoff RPL and the Olymp Cup of Russia.
Sounds like he really has his work cut out there, and we think
we have it bad! Not had a chance to speak to him about it yet,
he's been a bit busy! Feel for him though, it's no easy task
there by the looks of it. Wonder if he's regretting hanging up
his whistle yet!!

Change for any business is always a good thing. New ideas and
perspectives are what keep the cogs turning without needing oil.
Riley needs to be replaced imo, his handling of the VAR
implementation and continued use thereof has been terrible, at
best.
