       Just a thought but does it necessarily need to be a former
       referee? Why not find a top man-manager to come and motivate a
       group of referees who have become complacent?
       The thing that sticks in my throat with the Riley era is that
       some refs can perform dreadfully for a couple of matches in a
       row and still get a top game regardless, whereas other refs
       (when given their rare opportunities) can have a decent game and
       yet won’t be seen again for weeks. Clear favouritism!
       As for his implementation of VAR........

       After the public attacks Halsey has made on some of the SG1
       referees there is absolutely zero chance of him getting the role
       should it ever become available, even less so since he teamed up
       with Keith Hackett to continually criticise PGMOL.

       Have to agree with that! He has burned his bridges with way too
       many people with that.
       I'd be tempted to appoint someone foreign like Kyros Vassaras
       (sorry Romania...) who would not be intimidated by the PL
       shareholders.  That is one of the biggest problems faced by
       whoever takes the role, if and when it becomes available, over
       the years Sky & the PL shareholders have been and still are
       allowed too much say. If they jump up and down and cry about too
       many penalties for pushing, out comes a directive telling the
       refs to ignore all but the worst ones, they cry about shirt
       pulling being ignored then out comes a directive saying punish
       every single one - maybe a slight exaggeration there but only
       slight! The PGMOL needs to be made 100% independent of the PL
       and the 'rights' of the PL shareholders and Sky TV to have any
       say in refereeing matters taken away - until it is then things
       won't really change whoever is in charge. Their hands are tied
       from Day 1 because the wants of Sky and the PL shareholders are
       given too much weight.

       Apart from anything else, Mike Riley has now been doing the job
       over 10 years. How many leaders in any industry successfully
       hold the same position for more than 10 years? How many people
       in football are in the same position as they were 10 years ago?
       I think there are clear signs the whole thing needs freshening
       up and new ideas brought in. I think it extends beyond just
       Riley though. The whole communication process of the PGMO seems
       very outdated now - when you look at something like Howard Webb
       in America where he's done loads of lengthy interviews and
       podcasts, and they have Inside Video Review every week talking
       through decisions and letting you hear the VAR audio. We just
       get Dermot Gallagher saying 'The referee didn't think it was and
       the VAR didn't come in for whatever reason'.

       Why was there a rush last night to say those decisions were
       wrong? I didn't notice any immediate statement after Spurs got
       their "handball" goal aginst West Ham a few weeks back which was
       clearly wrong?
       What needs to happen is for the conversation between referee and
       VAR to be made audible (as with cricket and rugby) so that
       everybody knows what is being looked and why and then why the
       decision is either upheld or overturned.

       Sándor Puhl - 20 years as referee manager! We desperately need a
       change and someone younger and more dynamic taking over. Mr
       Puhl's time has been and gone, it has become stale under his
       leadership, the game is vastly different to what it was when he
       first took over and our training etc is so outdated now. Not his
       fault, there have been too many changes and he has become stuck
       in a rut but it is time for him to say I have done all I can,
       it's my time to go and sit with my feet up outside a condo at
       Lake Balaton and enjoy a pálinka or 10 while watching the
       sunset, someone else can deal with this mess!
       I made a comment on twitter the other day about how refreshing
       to was to see a head of refereeing engaging so openly and
       frankly with the press last week in relation to Kassai Viktor.
       There were 2 interviews, one dealing with a specific
       controversial decision and another explaining the whole process
       of game allocation with internal criteria explained etc. Like
       with Howard Webb a complete contrast and so refreshing.
       Trotting out a respected ex ref to make bland statements that
       conform to the official line is no better than respected ex refs
       slating anything and everything to do with the current
       regime/officials. Howard & Viktor are both addressing it in what
       I think is a great way. People will listen, some will just slate
       them for it others will learn from it and gain some
       understanding and others will respect them for it purely because
       they have not just sat in the ivory tower with their head buried
       in the sand.

       I think we are now seeing the problems with having referees paid
       for and trained by an independent profit organisation. The
       standards have been slipping for quite some time but the FA and
       the referees themselves can’t do anything because the premier
       league pays their wages. Needs to go back to FA appointing

       I don't pretend to know how effective or otherwise Mike Riley is
       at managing his referees, although the indications are not
       particularly encouraging.  Watching that video in the opening
       post though reminded me how poor he was at managing players.  I
       was at that game, and while Arsenal were no angels, I was
       embarrassed at what my team got away with that day.
       It always seemed to me that Riley's lack of presence, stature or
       personality on the field made it more difficult for him to
       control, or win the respect of, players.  Even strong referees
       like Clattenburg can find it tough in those sort of matches as
       was shown in the Spurs v Chelsea game a few seasons ago.  These
       days, referees appear to be discouraged from expressing
       personality; rapport with players is not like it was with some
       of the referees in the past and it's less common - at least in
       the PL - to see referees smile.  Body language I would have
       thought could play a useful part in managing a game.  Whether
       that would change with a different leader can't be taken for
       granted.
       Nevertheless, personally I really do believe it's time for a
       change at the top of the PL, which was the question raised in
       the thread.

       Maybe somewhat out of left field but going with bmb’s suggestion
       of an outsider I am going to put forward Mark Geiger
       (hypothetically assuming he would be interested in relocating).
       He has a senior management position with PRO so clearly has a
       desire/aptitude for that kind of thing (he was previously school
       teacher!!).
       He also ticks the box of having top class experience having
       officiated at two world cups and, very importantly, he has used
       and was involved in then very early stages of VAR so has a
       thorough understanding of the system and how it’s best
       implemented.
       As I say somewhat hypothetical and maybe an odd suggestion but I
       think as bmb said having a total outsider could help

       Correct - the shareholders of PGMOL create a fundamental and -
       as they currently stand - unresolvable conflict of interest.
       Nothing will change, regardless of who is in charge unless this
       changes.  Riley is doing what his paymasters want him to do.  A
       replacement will be required to do the same.  Why do you think
       they got rid of Phil Don?

       I would love to see Pierluigi Collina replace Riley but in all
       seriousness when Riley is eventually replaced if it isn’t a ex
       ref from this country then I think we could see the biggest
       shakeup ever and rightly so
