If the season cannot be played properly, I.e. fans in the
ground, proper safety of all players, referees, officials, match
day staff, then IMO the season should be declared over, final
positions in table stands as now (no PPG)
No relegation and restart in late August/ September when it is
       safe to so

League 2 have today advocated finishing the season now and
determining league positions on a points-per-game basis. Swindon
(champions), Crewe and Plymouth would be promoted but it is not
clear whether Stevenage would be relegated to the NL or Barrow
promoted to L2. Play offs would remain as planned. The situation
in L1 is less clear with six clubs said to be determined to get
the fixtures completed. All this is subject to approval from the
       EFL (BBC)

Stevenage could avoid relegation and Barrow can still get
promoted as I'm sure the EFL will be keen to get back up to 72
       clubs.

What makes you think it will be much/any safer in September than
it is now or that fans will be able to return to games by then?

One random thought that struck me on a refereeing level. If the
FA Cup final was played this season without fans, would they
consider relaxing the 'you can only do it once' policy? This
would perhaps allow someone who's previously done it (a Mike
Dean or a Michael Oliver perhaps) to get it again or else for
someone doing it for the first time (maybe Pawson, Tierney or
Kavanagh) to do it again in the future - I guess it would be
unfortunate for a referee if one of the biggest honours of their
career had to take place without family being in attendance,
behind closed doors, and without the usual preliminaries before
and that was the only chance they got.

A different sport I admit, but in Cricket the governing body is
allowing net and outdoor practice..until you read the small
       print!
Remembering that this is aimed at AMATEURS clubs..I paraphrase
       somewhat..
Practice can only take place if a club appointed Site Manager is
       in situ.
Every practice must be family only, or two other people with
       social distancing required.
So far so good eh? Then we come to the role of Club and Site
       Manager.
Club must have open and closed signs, tape off everything not to
be used, to help observe social distancing. Clubhouse shut.
Still just about ok. All sensible moves.
Then the Club has to complete Risk Assessment forms. It has to
ensure the net facility (inc metal stantions, the flooring, the
stumps and the net itself) are sanitised between groups, and
that the Site Manager should be first aid qualified, immediately
disqualifying 95% of the club. Toilets , if open, are to be
       sanitised etc etc.
Remember that these are just aimed at a amateur club, with no
more than a dozen at practice each night due to social
distancing anyway, with no staff beyond a part time Groundsman!
So, in essence, the ECB might have well as said " We are opening
up, but we doubt you should ". It is also, possibly, an
operation to ensure blame doesn't land at any door but the local
       cricket club!
So if football, at amateur or semi pro level think a move to
re-open is to be straightforward, it's likely to be anything
       but!
I can tell you that our Ctte are having kittens after taking
this in. Will we cautiously re-open? What do you think?

The FA Cup Final has been seriously diminished in recent years.
If it were to go ahead in these present circumstances without a
crowd, who provide most of the atmosphere at a " carnival"
occasion, then the whole business would appear redundant to my
way of thinking. In this most extraordinary and unprecedented of
years the correct course is not to continue with the FA Cup
until next (hopefully) year starting from a base to be
determined. Thus the matter of Match Official appointments this
       year would not arise.
