there is no requirement for them to leave the field of play.
Complicating features could be the length of the stoppage (once
assessment has been completed but more treatment is required,
which can be completed off the pitch, one or both could be
required to leave) and the presence of blood, which could
require the injured player to be checked by a match official
before returning to the field of play.

       That's what I thought.
But he made them both leave the field of play then immediately
waved one back on but made the other wait (who tried to come
straight back on) until the game had restarted, no blood
involved and neither were checked off the pitch by an official.
