I was astonished to see a foul count of 28 for Port Vale and
only 7 for FGR.
As for consistency, it's fair to say Kettle is consistently
inconsistent and has been in his fifteen or so years of ruining
matches for the paying customers regularly.

Are you saying that he was consciously awarding free kicks
against Port Vale and not against Forest Green Rovers by being
more lenient, throughout the game?

I would say it was his positioning that let him down from being
able to see some of the smaller fouls like pushes.
I know Port Vale can be a physical side and I personally think
FGR played to that and when contact was made they would buy the
fouls.
Mr Kettle got booed off at half time and full time by all four
corners of the ground so I don't think any paying customer was
impressed.
I am not saying he did it deliberately just that FGR made way
more than 7 fouls in that game.
