M. Atkinson Liverpool v Brighton

Thoughts on the Brighton goal? It seemed Atkinson was organising
a ceremonial free kick as well as allowing a substitution so
then allowing Brighton to take the free kick quickly didn’t
appear to be great technique. I know he blew the whistle and I
know Liverpool were taking their time getting set (perhaps
understandably given the change of goalkeeper) but it didn’t
seem right somehow. I also thought Liverpool should have had a
player near the ball to prevent a quick one but that’s another
matter.
I think that scenario repeated at Contrib or Supply level would
not end well.

I don't think it was best practice from Atkinson, even if not
incorrect in law.
If I'm a goalkeeper and am told it's a ceremonial free-kick then
I think it's a reasonable expectation that I can line my wall up
without the referee suddenly blowing his whistle.

I expected VAR to intervene and cancel the goal, the Brighton
player to be sent off for taking it too early, Allison to be
reinstated and the free kick to be awarded to Liverpool instead.

Was at the game at Anfield on Saturday and I have been critical
of Mr Atkinson in the past. It wasn't a difficult game to
referee, in fact, it was pretty easy. Simple red card decision
for the Allison handball and he was correct to award the goal
from the free kick. Adrian was taken too long and trying to slow
things down. Felt that Lee Betts on the Main Stand side got a
couple of decisions incorrect, one throw decision and another
when the ball seemed out of play, but you would be just been
picky..

When I am the referee and I indicate that it is a ceremonial
free kick it means it will not be taken until I am ready, not
that I am going to wait for the goalkeeper to be ready.

but that just doesn't seem reasonable to me. Goalkeepers lining
their wall up is an accepted part of football. The attacking
team haven't scored because of their own abilities or
quick-thinking - they've scored because the goal was left
completely empty because no one was expecting the whistle to be
blown. If you did that on a Sunday morning I'd expect chaos.
Would you blow for a penalty to be taken when the goalkeeper
wasn't in his goal?

Play to the whistle is the instruction ----referee blows the
whistle for the kick to be taken because he has done all the
necessary things so I don't see anything wrong with that.
If the keeper is messing about in order to delay a penalty, as
Krul did for Norwich, then caution him.
Your question about a penalty being taken when the goalkeeper
wasn't in his goal did happen to Brian Jensen of Burnley a few
seasons ago and the goal stood!
more.
As far as organising the wall is concerned etc., Ashley Westwood
picked up his 5th caution of the season at Watford two weeks ago
when he was stood by the ball and organising the wall with his
keeper. The referee, had only just marked the spot, he had not
paced out the ten yards and yet he cautioned Westwood although
he had done nothing. The free kick itself was given for a
cracking tackle but players aren't allowed to do that any more.
The modern game is going to pot at the top level with too many
different interpretations of TLOG and this is not helped by the
confusion around VAR.

Let's put some more flesh on the bone then. When I am the
referee I indicate that it is a ceremonial free kick firstly by
telling the attacking players in the vicinity that it will be
taken on my whistle. I then hold my whistle aloft whilst
getting the defensive players (and attacking ones as of this
season) into legal positions and specifically tell the
goalkeeper that the kick will be taken on my whistle. Once
everyone is set I move to my preferred position and blow my
whistle. It's never caused a problem. I can't say it's ever
given me a feeling of great importance either. :o

That sounds a reasonably process Ref Watcher but everyone being
set seems a key part of that. On Saturday, it felt like most
people weren't set. Atkinson didn't even run away into position
as you normally see. He was standing with the attacking players
over the ball, walked away a bit and then suddenly blew the
whistle.
It felt a bit like the cases we've seen where a team is
celebrating a goal and all players are slightly back in their
own half and the other team kicks off. You can say the referee's
blown the whistle and there's nothing wrong in law but it
doesn't seem sensible management of the situation to me as it's
a 'manufactured' rather than a 'natural' situation and the
advantage gained is too great.
