       COMMENDATION REPORTS

       After you have maxed out(rank 4 ->100,000 points) a
       Commendation, you can still get points by doing DOFF
       Assignments. These points will accumulate.
       If you get 110,000 points on any Commendation you can file a
       report(DOFF Assignment from the console next to the DOFF STORE
       OFFICER in the FLEET STARBASE)
       which will consume 10,000 points from that Commendation. If that
       report (=DOFF Assignment) is complete, you recieve an amount of
       FLEET MARKS.
