What happens if the other party does not give the item in the
2nd trad in the 2 trade agreement?
if I prove it by video Will stolen items come back? will the
burglar be banned?

Avoid untrusted people or character such new created character
to prevent scams.
Item cannot be given back for those people gets scammed. And if
you have proof incase of the event, scammers can be face an
account deletion or IP banned.
