       "Every person" is included in this command.
       a) How are people to respond to governing authorities, and what
       will happen to those who refuse to submit?
       b) Since we know God places our governing officers in authority,
       how can this impact our responses to their decisions and laws?
       c) what should this inspire us to as believers to do?

       a) We are to respond by submitting to the authorities over us.
       Those who refuse to submit will be punished.
       b)As long as the laws don't go against one of God's higher laws,
       we are to obey the laws. If we choose to disobey the laws, we
       are in jeopardy of disobeying and resisting God Himself.
       c) We should ask God to give us a submissive and obedient heart.
       If we have concerns over the laws being put in place, we should
       pray for those in authority to either be led by the hand of God
       or removed from their office.
