       What phrases in this passage clearly state where authority
       originates, and why do you think it would be foolish to resist
       it?

       Paul explains that all authority is from God and that all those
       in authority (whether we like them or not) are instituted by
       God.
       I think it would be foolish to resist this authority because it
       's like asking for punishment! Unless there is a really good and
       Godly reason to resist, we should obey the authorities.
