a) Paul says we are to pay our taxes because the IRS is an
authority ordained by God.
b) Taxes are always something that is controversial with people,
so this was a good example to use to illustrate that regardless
of whether you agree with them or not, or WANT to pay taxes, we
are supposed to pay them as part of our obedience to God. We
don't even have to agree with the way our taxes are being spent.
All we need to do is simply pay them. Pay them as our reasonable
service unto God.
c) I do not think that we owe honor and respect to the governing
authorities if they are not deserving of such. The scripture
says to pay these things to whom it is owed. Submission does not
have to always include honor and respect. Submission can be
obedience simply because it is required. for example, I do not
respect the person of Donald Trump (and others in our current
administration). If I have nothing positive to say about a
person, the best I can do to show honor is to say nothing at all
(unless asked my opinion) and allow others to freely express
their opinions otherwise. We do not live in an autocracy. we do
not owe homage to a king. We live in a democracy where we all
have a voice, or at least we are supposed to. Therefore, I do
not think that our political infrastructure is the same as
Paul's in the time he wrote this. If it were the same, then I
would agree with all of it.
