When would it be appropriate to not submit to human authorities?

When a human authority dictates a law that contradicts one of
God's laws, it is not only appropriate to no submit to it but
necessary if we are to stay in obedience to God.
The scripture listed as a reference to this question talks about
a law that was put in place commanding the apostles to stop
preaching and teaching in the name of Jesus. Clearly this would
violate God's law to go into all the world and preach the good
news!
I have often thought about what my response would be if our
country passed a law that every citizen had to report illegals
to ICE if we knew about where they were living and staying. I
would NOT tell the police because I feel this goes against God's
command to love your neighbor, how to treat foreigners, and be a
voice for those who have none. There are many scriptures I could
back this up with. What do you all think? Are there current day
issues that you have thought about that may apply to these
scriptures?
