are there usual times for the trader to be up/down? i have yet
to find anything on site about this information.

As far as I know, theres no set downtimes. However if there is a
lot of people using it at one time. It will go offline for a few
minutes. I assume this is to keep the program that does the
trading from making mistakes.

as imagirl says there is usually no downtime (around expac
release is the most amount of time it is down cos of the obvious
restocking issues). The site can be overloaded sometime as it
is so popular and the admin needs to reboot it or whatever

Expect poxbox down times for routine maintenance (its down for a
short time) - i'd assume it'd be down for routine maintenance
anyway.
Just after expansions (to get the values of the new runes) -
they are usually up same day though!
other than that never seen it down :)
