Sparky goes for a walk through town, every so often charging
himself to make ponies' hair stand on end, just for amusement.

levitating a small sphere of water in front of the dragon

He sighs as he fans out his wings, the blue scales slowly
starting to flicker as they turn on down his body. He closes his
eyes for a moment, halting the movement of electrons in the
water-ball.

As the electron movement in the ball stops and it flickers into
a state of quantum lock Aqua freezes it and binds it with runes.
"Thank you, now, what can I do to repay you"
