Sparky (Dragons of NST is drawing ever nearer)

Name: Sparky
Descrip: Sparky is one of those fancy little lightning dragons.
He proudly struts his golden scales, no matter the situation,
and he loves keeping them pristine. Unfortunately, his size
tends to prevent him from entering salons for such treatment,
and so he either has to get a couple of ponies to do it outside,
or he'd do it himself. Whenever he does something involving is
electrical prowess, a few select scales that run from his neck
down his body and tail (Limbs included), ina pattern similar to
a bolt of forked lightning, glow a bright blue.
Bio: Despite his size, he is still quite young for a dragon.
Because of his constant scale care, they are smooth to the
touch, but almost as hard as titanium would be. Electricity
courses through him, occasionally setting off a few sparks in
the rare event that he gets angry, and zapping anyone who would
be so silly as to get near him when he is doing anything with
his electricity. While he can't actually enter buildings, much
to his dismay, he does very much enjoying partaking in the
civillised town/city-life as much as he can.

can we have some sort of measurements?
Base it off a system where Celestia is roughly the size of an
average person, making her about 1.7 metres tall
regular ponies are half that size.
There's your base measurements, kgo.
EDIT: Or you could compare size to ponies, eg about 4x larger
than a pony

Well, 'fancy little' wasn't exactly meant to be representative
of his size, but if I had to say, he'd most likely just be
slightly smaller than Spectre.
Work with that, yes yes.

Yep, just a bit smaller than Wisp's deceased mate. That's my
story and I'm sticking to it
I'm just gonna add that he speaks with an sort of Russian-type
accent.
Because I love that accent
