       Cerberus Candidates: Dr. Horne

       This is going to be used to list some of the candidates and what
       Dr. Horne knows about them. Roleplaying interviews or making
       actions can also be taken here so we don't eat up game time.
       James Closterman
       Known Powers: Powerful Telekinetic.
       Heroic Deeds: Killed Jarvis West. Fought twisters.
       Problems: Currently on the FBI's most wanted list. The
       government liaison is not going to stand for the hiring of a
       criminal.
       Public Perception: Whatever crimes he's guilty of, he's no
       stranger to being big and loud with his good deeds. The fact
       that he's not leveled buildings or terrorized people keeps him
       from being a huge concern to law enforcement, and the fact he
       saves people and then hangs around keeps him in the public's
       hearts. Does have a reputation for bar hoping and boasting, for
       good and ill.
       Status: Interested but unviable. Especially not with Horne's
       desire not to have masks.

       Captain Thunder
       Known Powers: Flight, Super-Strength.
       Heroic Deeds: Saved cats from trees, talked down an armed
       robber, rescued a family and key possessions from a fire, flew
       broken down cars off of highways and got their drivers to
       safety, various other good samaritan acts. No known violent
       actions. No known confrontations with metahumans.
       Problems: Insistent upon his secret identity.
       Public Perception: What can you say about Captain Thunder that's
       bad? He's always cheerful, always helpful, and doesn't think any
       act of help is beneath him. He's what people want metahumans to
       be, classic comic book boy scout heroes, not the flawed and
       dangerous human beings they are.
       Status: He seems interested, but Horne is hesitant.

       Lin Wen
       Known Powers: Extremely fast.
       Heroic Deeds: Fought Jarvis West on numerous occasions, saved
       families from burning buildings, stopped muggings, spoke out
       against metahumans in traditional sports, etc.
       Problems: She has a growing reputation and it isn't all
       positive.
       Public Perception That speech where she said that metahumans
       shouldn't be in traditional sports wasn't exactly a claim of
       heroic modesty. Wen has a standing offer to race anyone and
       everyone, and takes pride in her victories. The phrase she used
       discourage metahumans in traditional sports was, "If I raced, it
       would be like entering a drag car in the 100 meters. It wouldn't
       be sporting, wouldn't be a challenge, because normal people just
       aren't good enough." As much as the public was fascinated by
       this young woman and her early TV appearances, statements like
       that betray an attitude that people find distasteful. Generally,
       the youth still take to her while older people find her rude.

       Michael O'Doyle
       Known Powers: Invisibility, Phasing through solid matter, flight
       (while out of phase), heightened physical and mental abilities
       Heroic Deeds: Extensive wet work in Vietnam, helped rescue Dr.
       Horne from Progressive Harmony, disaster aid in Peru
       Problems: He has been recently reinstated into the Australian
       Military. Additionally, he is something of a loose cannon and
       often shirks authority in favor of his own judgement. He has
       also been psychically compromised by a now AWOL north Vietnamese
       meta. He has also gone AWOL himself, but since been reinstated.
       Public Perception: Something of an icon within Australia, a
       country with few metahumans of its own. Outside of Australia he
       is not incredibly well known.
       Status: Thinks the name is stupid, so he can go straight to
       hell.

       Not that Horne's petty or anything.
       If anything, it begins to become clear to Horne why Weeks
       operates by gathering loose groups for specific missions: too
       many of the people involved have criminal histories, egos, or
       both to organize long term.

       Rainbow
       "Rainbow", that's what the papers up in Maine are calling it. A
       thing made of glowing light of shifting colors that flies down
       from nowhere to help people. A few reports say it has a voice
       like a young woman. Even in the age of metahumans, more than a
       few people seem to think its some kind of angel or
       extraterrestrial thing.
       It's range is broad. Most sightings are in Maine, but it's also
       been seen in Canada, New York, Vermont, New Hampshire and
       Connecticuit. A UFO sighted over Toronto might have been the
       same thing
       Known Powers: Uh.. hard to say. The reports are often from
       people who encountered it in relative isolation and aren't
       always reliable. Claims include the light moving through solid
       objects, firing rays of piercing light, flight, lifting objects
       in the surrounding area, improving/dampening radio reception,
       creating fires, calming wild animals, and blasting muggers with
       concentrated light.
       Heroic Deeds: Small scale, mostly. Helping people with busted up
       cars (reports are that it levitates them away rather than fixes
       the car), which is potentially life saving in a Maine winter. It
       has occasionally been seen interrupting street crimes including
       muggings, at least one gas station robbery, separating humans
       and wild animals, pulling a child out of a well and rescuing
       cats from trees. Some of these may have been exaggerated or
       fictitious, of course.
       Problems: No known identity. Unclear if it's even a person or
       some kind of DE construct.
       Public Perception: Generally positive, though some people
       consider it to be entirely made up. Not terribly well known.
       Status: Unapproached.

       Joao Perdomo
       He advertises as a metahuman bounty hunter, working mainly out
       of Honduras. Abe Sykes claims to have met him. He says he's a
       bit of a snob, but doesn't mean harm. Though, Abe also says he
       didn't have any known powers when he helped him out. Abe's also
       vague on the exact details, but since a check reveals that the
       rich Honduran married Judith Weissman after she left the US one
       can make a few guesses.
       He has shown plenty of readiness to work for pay, despite his
       independent wealth.
       Known Powers: He claims to be able to find anyone anywhere.
       Heroic Deeds: Heroic might be pushing it, but supposedly he's
       tracked down some very hard to find people. Confirmation is
       difficult to obtain, but according to the Honduran government
       he's brought in a few wanted men.
       Problems: He might be a fraud. He's also unlikely to want to
       move from Honduras so there may be some logistical problems. His
       selection of contracts is rumored to be quite amoral.
       Public Perception: Largely unknown. He has a reputation in
       Honduras more because he's rich and socially active than for
       being a metahuman.
       Status: Unapproached.

       Abraham Sykes
       Known Powers: Fixing buildings and healing people.
       Heroic Deeds: Helping with disaster relief, healing the sick,
       generally being a living saint.
       Problems: Well, he did walk right into a contested warzone to
       help people. He may not have the highest regard for his own
       safety. Also, he's such a nice guy he might not be up for
       running around killing problem people. He's also tied up with
       Weeks's more proactive projects so there's a time press.
       Public Perception: His identity was outed while he was under
       Vietnamese control, and since then he's been a central figure in
       news, gossip and general interest. His farm in Kansas is
       practically a place of pilgrimage for the sick and wounded. Abe
       doesn't like the publicity, but is hard pressed to turn people
       away. Of course, as with Horne, suspicion over the Vietnamese
       incident remains.
       Status: Seems hesitant to join a larger group, but is at least
       considering.

       David Hertz
       He looks like he could use some guidance.
       Known Powers: Growth and shrinking, with proportional changes in
       strength.
       Heroic Deeds: Involved in numerous protests (heroic depends on
       side, though), and has tried to help his father keep order in
       stressful situations.
       Problems: If you get Hertz's son hurt there's no telling what
       he'll do to you. Also, he's shown himself to not be terribly
       mentally stable at times.
       Public Perception: Well, he's considered something of a monster
       in Alabama, and something of a hero amongst the youth protest
       wing, but he isn't exactly well known at large.
       Status: Unapproached.

       Rita Hertz
       Known Powers: Teleportation and, according to Hertz, telepathy.
       Seems to only work with family.
       Heroic Deeds: Helped with the mess in Peru.
       Problems: If you thought letting Hertz's son get hurt would be
       bad, can you imagine his wife? She doesn't seem to have a strong
       heroic drive either.
       Public Perception: Unknown.
       Status: Unapproached.

       Known Powers: Flies, creates illusions
       Heroic Deeds: Seems to have made some prominent artistic
       protests, without resorting to violence (though they've often
       been highly provocative)
       Problems: Probably not much for big corporate mess.
       Public Perception: People don't really know who she is, but her
       illusions have caused a few moral outrages.
       Status: Unapproached.
