Project Thunderbird: Drs. Jones and Horne

Project Thunderbird has one very simple goal: eliminate Jarvis
West.
In an ideal world, they'd be bringing him in for a trial, but
the world isn't ideal. The first priority is to kill him. If
possible, Project Thunderbird would like to kill him in a
circumstance where they can claim credit, but failing that
they're prepared to abandon all connection to the USA and make
the kill as an entirely deniable team.
The problem there is that Jarvis West is difficult to find, and
even more difficult to kill. No one, no one, has been reported
ever actually firing at him, and the few times that metahumans
who have fought him, they've found it almost impossible.
The two newest members of the team, Drs. Horne and Jones are
having this fact impressed on them hard. Today they're talking
to Marvin Weller, the only member of Project Thunderbird to have
fought with West. Weller, codename Nimbus.
Weller used to be a federal marshal in texas. He lacks the
former training of the rest of the team, but he's one of the few
with metahuman clout. He's a big, stocky man who fought with
West outside of Austin. It went south.
"I thought I was smart," he says. The briefing room they're in
is small, almost claustrophobic. "I thought I'd nail him without
him seeing me, without me hearing him. Just a blast from out of
the blue, and it would all be over. I went for him while he was
out of town, headed for the border. I'd gotten his license and
car description over the radio, and figured without people
around for him to threaten everything would be fine. I focused
myself through the world, and found him. I can see people from
clouds. There he was, way down below, I recognized the car. I
watched and waited till he was the only one on the road and
then..." he slams his hand down on the table, palm open, to make
a tremendous bang noise. "Bolt of lightning from the sky!" He
shakes his head, ruefully.
"It tore the car apart, but West crawled out of the wreckage
anyways. I mustered my focus together, and prepared another
bolt... but I couldn't do it. There he was, a mile below me,
trapped out on the road and hopeless and... I just couldn't
bring myself to hurt him."
He stares down into his coffee.
"I don't know if anyone can bring themselves to just kill him.
It's like just seeing him turns a switch in your head that says:
no violence. Not on him."
