       Yes, it should be. It is no worse off for you than alcohol or
       tobacco and those are legal and it isn't physically addictive,
       only mentally. And like alcohol and tobacco, some can use it and
       some can't. Think of the tax revenue it would produce......
       Bring back strawberry rolling papers!!!    8)
