       suggest- top 3 should be able to buy ship upgrades

       why can capn not buy upgrades when 1st spot has capn away.
       Allow top 3 to buy upgrades.

       When the Captain is away, a new Captain should be able to take
       control with !P Captain. If this is not the case, please provide
       logs here or via in-game using the instructions from !Pirates
       Bug
       As far as others buying upgrades, since they affect the ship's
       operation, only the Captain can approve and purchase them.
