       Changes:
       re-added support for go-discord-irc
       decreased fishing & dig cooldown for players level 5 and below
       Added 6 sea creature encounter events, similar to the Albatross
       event. can occur when ship's sailing time is 15mins or more
       Removed Journal pages can be buried
       Add !Pirates Journal - notes system for pirates to keep their
       secrets or to write love letters. The Journal will not be wiped
       between seasons.
       New "Flood Check" system will increase cooldowns between
       commands instead of Briggin' players
       Added !Pirates Tutorial Suberbomb
       SuperBombs can be buried wit' !Pirates Bury <Chest ID of super
       bomb>
       Fixes:
       Ability to start skills during "Incompetent Pirates" Season Mod
       double messages when docking at a port and being teleported
       within 5secs of one another
       incompetence skill not increasing level when at 100%
       buried superbombs not triggering when dug up
       Iku-Turso ship quest
       manacled in the after a teleport
       World monster attacking while in a Zonbi Horde

       regression)
       !Pirates Captain Stats shows obsolete ship quest code stats -
       stats will start being recorded as of today, Aug 1st.
