       This is by design so low level pirates will not join in a game
       where everyone is already a high level and is able to "skip"
       levels by being paid out an enormous amount of money. Every pay
       out for pirates is based on percentages. There is a maximum pay
       out and everything above the max, it "taxed".
       There are a couple exceptions for these rules, but those are not
       published.
       Example:
       [code]Pirate who is level 20 is dueled by Landlubber who is
       level 5.
       Pirate has a 1% bounty on him/her is 50 billion doubloons.
       Landlubber wins a duel against Pirate (who may be helping
       landlubber by selling all of his/her weapons thus reducing
       his/her power)  and wins doubloons from the duel and the
       bounty.[/code]
       The entire reason for limits such are these are to prevent
       cheating and most limits have been introduced after someone has
       exploited the lack of rules.
