       It has been clear since February, when Lovie Smith signed off on
       Winston’s character at the NFL scouting combine, that the
       Buccaneers — so starved at QB for years — were heading this
       direction. Winston is a flawed, competitive and fearless passer
       who could be a star (if he builds on his 2013 performance) or,
       just as easily, a bust (if he plays like he did most of last
       season).
