Connect Surface Pro4 to TV via google chromecast

Trying to cast from laptop [Surface pro4] to TV - the tv has a
google chromecast dongle attached.
I am not getting the TV as a target to cast to. Any ideas?

Want it to be wireless. Number one reason it does not work is
chromecast is on one network while phone is on another. I see
this when a 5G & 2.4 networks are setup.

I think you may have answered your own question. I believe the
both devices need to be on the same wireless network in order to
cast. I have an LG tv and this is a minimum requirement they
list and believe it is the same for other vendors as well.
